What is E-MOBILITY RO?
E-MOBILITY RO is the Modernisation Fund state-aid scheme for developing a reliable national EV recharging network on motorways, express roads and major national roads administered by CNAIR. It is designed around publicly accessible high-power DC/HPC infrastructure.
Submeasure 1 open · 28 Sep–27 Nov 2026
The current Submeasure 1 call is open until 27 November 2026 at 23:59. Eligibility and technical configuration must be checked against the applicable Applicant Guide and official call documents before any irreversible commitment or start of works.
What the scheme and current call finance
- Construction, installation, modernisation or extension of publicly accessible EV recharging infrastructure on eligible road-network locations.
- Eligible connection works, user installations, site adaptations and installation costs, as defined by the scheme and applicant guide.
- Submeasure 2 adds an integrated architecture with charging infrastructure, on-site renewable generation and energy storage; its operational call is announced separately.
- For the current Submeasure 1 call, applications are submitted in MySMIS 2021 from 28 September 2026, 12:00, until 27 November 2026, 23:59.
Who and where
- Micro, small, medium and large enterprises meeting the scheme conditions; newly established undertakings are excluded.
- Eligible infrastructure is located on the national motorway, express-road and major national-road network administered by CNAIR, according to the locations/sections in the applicable guide.
- The technical solution must meet the power, public-access, payment, interoperability and other requirements of the current guide; high-power DC/HPC is central to the scheme.
Two funding paths
Public DC/HPC recharging infrastructure. This is the currently open application route.
Integrated charging + on-site renewable generation + energy storage. Guide/call tracked separately.

From funding concept to operational infrastructure
Voltrelli brings the hardware, software and operational capability needed after the funding decision — not only the equipment.
Infrastructure, software and operation in one project
E-MOBILITY RO beneficiaries need more than installed chargers. A successful project also needs software, monitoring, access, payments, interoperability, support and a clear operating model.
Technology prepared for long-term operation
Voltrelli combines AC and DC charging equipment with its own operating platform, mobile application, digital payments, monitoring and technical support. This helps the beneficiary move from installation to actual day-to-day service.
Our experience since 2014 includes more than 1,500 charging stations installed and more than 50,000 users.
End-to-end responsibility
- Concept and technical sizing
- Charging hardware and installation
- Software integration and monitoring
- Commissioning and operational readiness
- Maintenance and post-implementation support
