What is E-MOVE RO?
E-MOVE RO is a Romanian state-aid scheme financed through the Modernisation Fund. It supports the development or expansion of EV recharging infrastructure for company fleets, publicly accessible charging and mixed-use projects, on eligible locations outside the CNAIR road-network scope covered by E-MOBILITY RO.
Scheme in force · application sessions announced separately
The scheme is in force, but this does not itself mean that a submission window is open. Applicant guides, session budgets and application dates are announced separately by the Ministry of Transport and Infrastructure. Project configuration should be rechecked against the documents of the specific competitive session before commitments are made.
What the scheme can finance
- Construction, installation, modernisation or extension of EV recharging infrastructure, including eligible connection and user-installation works, site adaptations and installation costs.
- Depending on the submeasure, projects can serve an undertaking’s own fleet, public users or a mixed fleet/public configuration.
- Integrated submeasures can add new on-site renewable electricity generation and energy storage linked to the recharging infrastructure.
- Aid is awarded through competitive bidding. The scheme can cover up to 100% of eligible costs, while the requested state aid per installed kW is an important ranking factor.
Who can prepare a project
- Micro, small, medium and large enterprises and other undertaking categories admitted by the scheme; newly established undertakings are excluded.
- The location, public/private operating model and charging architecture must match the selected submeasure and the applicable applicant guide.
- The beneficiary must secure the site rights, grid capacity, permits and technical solution required before submission under the relevant competitive session.
